go to about 2:06 , you can see when the guy calls it 145 the scales wasn't settled yet and was still moving.

Actually Cotto stayed on the scale longer than Pacquiao. Manny jumps right off the scale as soon as they said 144 then he jumps on to pose for the picture and then hops right off. See for yourself. Video is bad quality but clear enough.
