I noticed they barely had to touch the scale after Pacquiao got off, both fighters are very close size-wise. Cotto will hydrate but so will Manny. And the difference won't matter.

Pacquiao is smart - he looked back a couple times and saw the argument but wisely went back to tossing shoes in the crowd. I think he tried to get Cotto's attention a couple times (gently grabbing his arm), perhaps to wish him well but either Cotto didn't notice or didn't want to.
