I think it was accidental, I think Judah did hurt him but Cotto responded with a body shot and it was lower then he expected. A low blow that looked very intentional was the one Hatton gave to Kostya when Kostya threw a flurry at hattons belt-line not really hitting the cup but Hatton comes back with an extremely hard-low blow.

He low blowed Corley and Judah, coincidentally 2 speedy southpaws that both tagged him hard in their fights. But to Corley he did it before he got hit, then in the next round was when Corley had Cotto out on his feet, I think, but i know he low blowed Corley twice and Judah twice.

The first one in the Judah fight was accidental, the second one isn't anything but purposeful. I don't recall him low blowing Corley, I remember one was right on the belt line and was certainly not meant to be a low blow.
