i dont think a staredown means everything. but it does mean something.. it could mean pacquiao doesnt want cotto to think its personal. it could mean a lot of things.

on the vid i saw it looked like pacquiao is really uncomfortable standing that close face to face with another man. as you can see on the 24/7 cotto has no problem with that. and maybe pacquaio is subconsciously intimidated, but his brain knows he can fight and he's chosen to do it.
