Because he acts mysteriously, taking few risks in his career. The media adores him and considers him #1 or #2 P4P regardless of his opposition. He knows how to work up the hype, and has a very loyal fanbase that will defend any decision he takes.

So other people get offended by Mayweather's actions and the way his fans defend him, and you have long threads, lots of views, lots of free publicity, etc.
