Actually, no. Cotto didn't want to fight at a catchweight for the belt, and Manny/Roach wanted 142 or 143 and Cotto said no. They settled on 145, but Manny/Roach's camp asked for the catchweight, not the other way around.

but 145 came from cottos mouth so that catchweight made it his call. Team pac is just good at negotiating. I bet if cotto stood his ground with 147 the fight wouldve still happened. U think pac will challenge someone publicly then refuse it? Cotto failed at negotiating and agreed to fight at 145. So all credit to team pac for that easy 2 mil if cotto fails to make weight.
