Marquez was P4P #2 and challenged Floyd. Marquez accepted the weight stipulations and Floyd agreed to pay the penalty allowed in the contract.

Question is: What keeps Pacquiao or Marquez from moving up to the higher weight divisions much like Floyd did?

It would be silly if Floyd accepted a fight with Calderon, unless Calderon moved up to welter weight successfully and captured titles in that division.
