Actually this thread is misleading. Mayweather was on the ring p4p list between 1999 and 2007. at which point he retired. He was just placed back on the p4p list recently and should not count as a full year.

Manny Pacquiao entered the ring's p4p list in 2001 after beating Lehlonolo Ledwaba and has been a mainstay ever since.

Pac and Mayweather have both been on the list a total of 8 years a piece.
