I think Pacquiao is a harder puncher then Floyd and has gained more power moving up in weight... But as for speed, idk... i'd say they're both around the same in the speed department, neither one of them is significantly faster then the other...

That's what being shot does to you. You can't take punches anymore, you can't see the punches as well, you're slower and so an opponents punches seem that much faster.
