If people are saying Cotto is a real WW and arguably the top WW, if Pac beats him would Pac be able to campaign @ WW?

And if he beats Cotto @ WW....should he fight Mayweather @ WW?

he still hasnt ever fought at welterweight, only as a fake welter catchweight, pac should stay at welter but shouldnt ask people to fight at a catchweight
