Tito had a good boxing skill at WW with a very good jab. And, was tremendous puncher. GTFOH if you honestly believe Pac could beat Tito at WW. Then you obvious don't know boxing.

The Tito from 1993-1995 would seriously hurt Pac. And, I am a Pac fan. But, the WW version of Tito from 93-95 was an absolute beast. And, I would honestly be afraid for Manny life.
