Definitely Cotto, he's fought most of the top Welterweights apart from Floyd. I think during Hatton's reign at LWW king there were some opponents who were conveniently overlooked who would have give him trouble (not necessarily have beat him though), like Witter, Torres maybe Kendall Holt (would have provided better opposition than Juan Lazcano).

Even now if he returns, his spot has a top 3 LWW is very much in doubt with Bradley, Peterson, Campbell, Khan, Maidana, Juan Diaz all floating about..

I agree that Tzsyu is greater than Mosley but Cotto have a few more "Mosleys" (Judah and Quintana) while Hatton had only Tzsyu.
