And Floyd dismisses it by saying Cotto's in Puerto Rico.

Did Cotto refuse to fight him in the U.S. or something? If so why's he now travelling there to fight Pacquiao?

Read the book, not just the title.

Floyd wanted Cotto when they were both under Top Rank, Bob Arum did not want that. Floyd felt he was being held back so he paid the rest of his contract out and started being his own boss. Bob has has a problem with Floyd since.
There is no ducking, really I think guys use that word to loosly, non of these guys are ducking the other. Its all about the $$$

the reason he they were suppose to fight was that there was a mini tournament hatton vs floyd cotto vs mosely...........floyd and cotto won then floyd didnt want to fight him....on espn he was saying that since cotto lives in pr nobody knows him that was his excuse
