It's more thinking of their career as a whole. Not really who you think is the best welterweight right now, but who you think has been in the ring with the best opponents throughout their entire career, regardless of if they won or lost.

I'd say Mosley, simply because no one Cotto has fought is on the level of prime De La Hoya and probably not on the level of Forrest. Add Cotto and Margarito and he's pretty good.

Was Margarito on that list? If not he should be, almost just for being the only one to fight Paul Williams.
