Has the 154 division surpassed Jermell Charlo?

I seen some comments recently about Charlo possibly facing Fundora. That got me thinking how Charlo went from being the only Unified Champion at 154, to no one mentioning him
in just 2 years. Fundora, Boots, Ortiz, Kelly, Madrimov there are some fights I can see him winning and losing. But if he comes back how do you see him doing in this current 154 division?
