surely a civil case against this bozo would be a slam dunk, if they wont jail him he should be made to pay, instead hes driving around without a care in the world delaying the whole thing & winning in the end, pure torture

If you can afford good lawyers in the US you can hide behind procedure. The Ramseys did it after they (very likely) killed their daughter JonBenet and staged the ransom. Steve Thomas who was part of the investigation wrote a very good book about it. A pretty strong case was built against the parents but the DA refused to prosecute because he was intimidated by their defence lawyers.

its seems to me that this is being applied now that he has been convicted, i mean i presume he has been free to drive around all he likes for the past 6 years by how its phrased as well

While not unique, pleas deals for heinous crimes of this order are a travesty !
Shame how victim families have no veto power (I'm surprised the judge signed off on this since they do have veto power)
Supposedly, during the 6 years it took to get to this point, evidence was lost, witnesses gone, reconstruction was flawed....but they had the confession and the test results !

Prosecutors were scurked that a jury would somehow let him off Scott free.
All it takes is 1 dumb fck juror

Best case scenario, the POS has unrelenting nightmares and he ends himself.
