In context, Fundora had just gotten knocked out by Brian Mendoza, he was damaged goods. Ortiz had just fought Fredrick Lawson in his 154lb debut and still unproven or close to a belt. After going life and limb with Jack Culcay, and accepting step-aside checks, Murtazaliev was viewed as a weakest belt holder. At that time Madrimov had the WBC belt, he was the most skilled with quick hands and feet and definitely considered the best in the division.

the answer is nobody but it was not possible for him to be the no1 in the division
Madrimov just won the WBA belt from Kurbanov, but lets look at the entire division to give it context. Fundora had just gotten knocked out by Brian Mendoza, he was damaged goods. Ortiz had just fought Fredrick Lawson in his 154lb debut and still unproven or close to a belt. You know what I don't want to hear... Ennis and Crawford mentioned in the same sentence.
didn't he avoid an Ortiz fight at 154 because he was at 147 and wanted to unify at 147 first? - so he got the Stanionis fight earlier this year. (he wanted to be undisputed but that wasn't possible). Just because Ortiz says "jump" doesn't mean he has to jump at command - but ok - now he's at 154 and calling Ortiz out - so the ball is back in Ortiz' camp. Ortix may say the same thing - I've seen this before with May-Pac, Kov-Stevenson, Beterbiev and Bivol. As long as they eventually fight I'm good - the sooner the better.

I don't believe Crawford ever wanted to fight Ennis - it was a high risk low reward fight considering he was undisputed at 147 - low purse and potential to lose all his belts - for what? So he went his way and made history. In the years to come this will turn into another SRL ducked Pryor story - the timings don't quite align as one fighter is accomplished and the other isn't.

Bud stops Boots inside 8 rounds. Boots was offered the Bud fight and he turned it down. At least his pop did.

Ortiz v Boots is a toss up. I'd give the slight edge to Ortiz.

Boots has a leaky defense and he is overconfident. Bud would chin him and Ortiz is savvy enough to catch him.

This is why they have protected Ennis and won't let him near a really good boxer. Ennis has skills and power. And the first hitter with real skills he fights, he is likely going to get stopped. The Boots hypetrain must be kept alive so they keep him away from anyone good.
