The WBO gifted Haney a #2 ranking after beating Jose Ramirez, actually.

They then decided to upgrade him to #1 over Alexis Rocha as soon as the fight with Brian Norman Jr was announced, despite Rocha not losing or even fighting in that time. And they will let Haney-Norman count as a mandatory too. That way Alexis Rocha won’t be able to force himself into a title shot against the winner any time soon.

Agreed, there's no reason to go from #2 to #1 without anything changing, and no reason to knock down Rocha either. It's obv just for the fight.
