It takes two sides to make a fight. Sometimes people blame a guy for not fighting who they want to see him fight , or accuse him of ducking when it's a matter of not being able to get the opponent in the ring for other reasons.

What is the IBA and why are its fights different than everyone elses when it comes to fighters records ?

The IBA has long been the international governing body for amateur boxing — but was booted out of running Olympic boxing due to multiple issues. But the IBA also hosts pro boxing shows like the one Hunter lost on as well as pro-am shows. BoxRec has those fights in a separate tab; they would need to speak to why.
