My brother is half Lebanonese and looks nothing like me. He's naturally tanner and I guess you could say he has 'Middle Eastern' features.

He's always filled in the Caucasian bubble on tests.

It isn't confusing for me at all, but when you label someone as being something you have to take ethnicity and where they come from into consideration you know like how some asians have white colored skin, and others are darker than most backs.

He's mixed, and is thus half arab half white. Kind of silly to say lets not look at ethnicity but only skin color to define what someone is really.
