I'm not sure if Bill Haney is making an offer here on behalf of Davey Haney Promotions, or he's just assuming Turki Alalshikh will pick up the bill. These writers need to make things clear next time.

I don't think any US promoter is able to afford the kind of money these people, Norman and Haney, are expecting to be offered, Top Rank, PBC, GBP, BLK Prime, Triller, etc.

Turki is all they have depended on making these fights for them.

And this is one of the reasons why Turki's presence actually hurts the sport in the long run: it inflates even more the false value attached to some of the boxers out there.

I really doubt that Haney ends up fighting Norman, but in this strange world crazier things have happened. I do wish he does, because Norman would beat his ass.
