    This is what I got
Not any champion. You have to be WBO super champion. One way to become WBO super champion is become undisputed like Usyk and Bud who then claimed mando status when moving up. Another way is if they have had 10 defences. Fighters/Promoters can also petition, another case is Teo, after he beat Taylor 140, TR were successful in petitioning WBO to let him become super (based on him beating Loma then Taylor who had beem undisputed), that is why if he wanted he could become mando for Boots.

As far as i'm aware Janibek is not WBO super, he can't move up and claim Canelo mando

My understanding is that can be done in the WBO without being super champion
I was also under the impression he needed to be super to do that but thats not what I read

I doubt it otherwise more champs would try it. Which wbo champ went up and became mando? (Not super champs like usyk bud)

I got the info from checking WBO rules. The going up and becoming mandatory only applies for WBO super champions of which there do not be many. Would not make sense for any WBO champ to move up and leapfrog the WBO mando from the actual division. If it is someone that was undisputed like Usyk or Bud then i think that is acceptable
