Garcia clearly doesn't want Rodriguez anywhere near a boxing ring with Monster and only likes his chances against Nakatani slightly more. He'll probably unify with the Argentinian next, then play four corners until Nakatani and Inoue move up. Common ploy used by guys like Bam and Boots and Canelo.

Makes total sense to fight the winner of Martinez-Ioka
There's no one else at 115 worth fighting, not worth waiting for the IBF
Then step up to Junto
If he wants to test the waters 1st, he can also take on tsutsumi, nishida or takei for one of the other belts
I imagine Junto will unify vs one of the those guys as well
Another scenerio is Bam fighting Takuma (inoue's brother), and creating a diff story for a potential superfight with the Monster

Cuadras is the weakest of the big wins (still ranked #6 by Ring at the time), but remember that Bam was at 108 and got 10 days notice for that fight. He came up 2 weight divisions on short notice for that win. Sor Rungvisai was #1 ranked behind the champ Estrada at the time of fight. Don't disrespect the legends. They were universally acknowledged at the top of the division when he fought them. The only reason that Bam wasn't Ring champ after beating Sunny is that they refused to acknowledge his wins from 115 in ranking him at 112, as if Martinez or Dalakian were better than Cuadras and Sor Rungvisai.
