2. Devin has never put a catch weight limit or rehydration clause in any contracts for his opponents.
3. Devin has never tested positive for any PEDs.

If you have any issues with the RULES, POLICIES, OR LAWS Devin has followed as a Pro Boxer take that up with State Boxing Boards/Commissioners and WBC/IBF/WBA/WBO/etc. to clean it up.

Ryan Garcia is lucky because he got off Scot-free. This same New York State Athletic Commission recommended a criminal prosecution of Luis Resto back in 1983.

So he didn't say he was not fighting Mexicans when benavidez was a major belt holder? That's a fact too. After "unifying" He didn't say he wasn't fighting benavidez? That's a fact.
