I'm not sure exactly what people want boots to do right now. He tried to get some unification fights but everything fell through. Also I believe signing with PBC wouldn't be in his best interest either, the main reason being they have the least amount of dates.
all of the other promoters are getting close to having double digit fight cards for the year. While PBC has only had four or five majority of them being pay-per-views. Boots stated his main objective was to remain active and what is PBC mostly known for having inactive fighters.
in addition, if he was to move up to 154 who exactly does he have to fight? Madrimov coming off a loss, would he get credit for winning that fight? Yes there is Crawford and Ortiz but do they want that fight?
