He's still the best guy in the division now that Bam moved on. Losing to a guy who's almost guaranteed a first ballot HOF doesn't make him second tier.

Not to mention his last fight he was right back to essentially completely shutting out a former 108lb world champion. Even with his lack of power, he's still formidable. I think if he actually had power, or even if he weren't in the Bam era, he'd be looking at a very long title reign.
