The PR angle is the excuse for this to be made. If Benavidez was Puerto Rican, Csnelo wouldn't be looking for this PR/Mexico rivalry.
Csnelo didn't want to fight fellow Mexicans until Munguia was the best, low-risk fight that could be made. The narrative constantly changes to allow Canelo to pick non-threats to fight.Leave a comment:

Ask yourself this question. Did Hearn sign Berlanga because he was acting Canelo’s behalf who he knew was looking for another gimme fight?
Answer: Absolutely. Hearn is cheap and had no use for Berlanga who he knows is only useful to Canelo. The fight is a bust and even Porto Ricans ain’t buying that sheet. I mean we’re talking Berlanga and not Tito, Benitez, Camacho, Cotto, or Gomez who we all know is not even close to that caliber of fighters. Canelo and Hearn both know Berlanga is coming to lay down and pick up a check. Canelo asked Hearn to help him and sign Berlanga.
