I'm glad someone else mentioned these points. And let's not forget, Drago's trainer was also a massive fan of Rocky Balboa. You can see clearly at 2.05 of the video that when the announcer says 'Moscow is pro Rocky' we immediatley see Drago's trainer cheering for Rocky Balboa in Russian.

Yes the fight was in Russia but Team Rocky bought off the judges. Didn't you think it was a little strange Paulie had so much luggage for a single, homeless fat guy. He was obviously carrying the cash and roids to fix the fight.

Rocky never tested positive and though it's probable given his transformation after the second Creed fight, he never tested positive. He was clean after the Lang fights. Drago on the other hand juiced and that explains his victory over Creed. Drago always had a suspect chin and Rocky exposed him.
