Obviously, Garcia couldn't have won the belt, but Haney made a side deal with the WBC where he could not lose it. In almost every single situation where one fighter blows weigh, then if the fight goes ahead and the champ loses, the belt becomes vacant, however this didn't occur for Haney.

Okay Garcia' missed weight means fight off but they need Haney for the show to go ahead ,so since Garcia wasn't fighting for the bet and Haney doing the show a favor to fight a blown up Garcia then the belt was never on the line
