When he fought Brook and Khan he was trying to unify but he was being frozen out by PBC while Spence, Porter, Ugas, and Garcia all went round and round. It's an entirely different situation now.

He fought Brook and Khan because there wasn't anybody else for him to fight. Now he has Madrimov or Murtazaliev, who both have belts, if Fundora/Tszyu/Charlo won't fight him.

Neither Brook nor Khan were ranked in the top 7 at WW when Bud fought so your take of “there wasn’t anybody else for him to fight” is just an apologist line. Khan was coming off a KO loss to Canelo. I’m sure you’ll mention the two guys Khan fought after he got destroyed by Canelo as a justification to earn a shot at Bud.
