this is how we always get weak mandatories - better ranked boxers DECLINE the opportunity. blame them, not the ibf. they just go "the other route" which in this case is every other belt.
this is how we got canelo - yildirim too. wbc had to go all the way down to #15 which was 40+ lolenga mock for their final eliminator vs. yildirim.
casuals don't know about this declining because there are no articles about that specifically. you only see who's the mandatory or who's fighting in an eliminator. well somebody has to. theoretically if #1 - #13 decline then it's #14 vs #15 and it's not their fault!
