Why has Luis Perez been allowed to keep his title after not fighting for since last December? No one even seems to know if he's injured, or just poorly connected, but it looks like he's gonna be inactive for a while longer; the top two spots in the IBF rankings are empty, and his management turned down a fight with Mark Johnson before Johnson was knocked out by Ivan Hernandez, which would obviously have been the biggest payday of his career by far.
