No, that's not what I mean...those who try hard and want to aren't the problem but those who settle down in another country and just go on as usual, not trying to learn much to conversate in this country's mothertongue (btw, this is a world wide problem and I don't like it - if I would settle down in China, I would try my best to communicate in Chinese as effectively as possible...).
