If the Saudis put up the money, Arum and the WBC will let Beterbiev fight. If he doesn't, Beterbiev should drop the wbc and fight Bivol regardless.
Arum was on record saying the fight should be made until the WBC **** happened. I think that was the main issue as well as knowing the fight would not sell in the USA. Both issues resolved here
