I think he needs to do his best impersonation of Carl Froch vs Andre Dirrell here.
Froch stayed on him, didn't let him run, was willing to get hit to get his own offense in on a much faster mobile fighter.
A key thing Froch did was not cooperate with any holding, he threw Dirrell to the ground and while yes illegal for Prograis I think its worth a warning or a deduction here to discourage that behavior and put doubt in Devin's mind about his gameplan.
If he gets a free hand in a clench he has to use it, he said Devin has no power so don't worry about it then if both of you have one hand free just whack away, tuck and roll with what he might throw.
Is he that guy though? Froch because was very slow for a championship fighter, had that grit, and just did what he had to do.
The speed difference isn't so significant in this case but my concern is he'll just plod forward trying to land one big shot eating the jab and once Devin grabs him he'll just wait for the ref to break them on way to losing a wide UD
