We can say that Tszyu isn't above Jermell, but champions are rarely equal. That's why Tszyu ultimately wants to face Jermell, because the fight still has significance. However, he can't control what Jermell or the sanctioning bodies decide to do. Similar to how Haney was not in control of Loma/WBC. I didn't give Haney shxt because he wasn't the first to be upgraded to full titlist, and he won't be the last. What happens afterwards is what demonstrates the true character of the fighter. Haney quietly defended his "email" title until the opportunity to face Kambosos arose, and he jumped on a plane to get it done. Then he fought Loma to close that loose end.
As for Tszyu, I think a win over Mendoza (or vice versa) would be a decent start to a title reign. The more active Tszyu is, the more pressure is put on Jermell to fight him.
