Beterbiev is facing Callum Smith in January. Since it's a mandatory, I assume there isn't a rematch clause involved.

WBC has created an obstacle by saying they won't sanction Bivol to fight for their title.

When you lost 10 of 12 consensus rounds on the judges cards you need to do a lot more than win 1 fight vs a non-player in the division, outside of the division, to earn a rematch.

If Zurdo wants to earn a rematch he needs to get 2-3 legit wins, with 1 or 2 over a top ten guy, at minimum or better yet beat Beterbiev for his belt & have an undisputed fight rematch.
