Boots is the bigger name. He has to keep active and win meaningful fights so he won't be denied a shot. Look how long it has taken and like you mentioned look at the other two that got shots. The business of boxing gets in the way of fights happening.

It will be a set back if Boots fights a lesser fighter. Fundora took a chance with Mendoza that was having a good run for himself to stay on top of the running. It didn't work out for him but is the type of thing the fighters have to do in boxing to stay high on the contention list and the views from the fans.

Every top fighter will say there is no money in a Boots fight because the risk is big.
