cotto was never the man in ANY division he was in.

at 140 he was lucky if you considered him #3 or #4.

at 147 he became the #1 after floyd retired and a few weeks later got ktfo.

margarito was the constant #2 at 147 for years and he became #1 when he put cotto on his ass.

say what you want about cotto but he has fought most of the top welterweights
