Why isn’t Tank fighting Bud

The recent win of Inoue and some fans calling for him to move up and from 122 to 135 to fight tank got me thinking why doesn’t tank just move up to 147 and fight the undisputed champion there. I think it’s a fair question for the fans that demand Inoue gain 13 lbs to question why tank doesn’t want to add 12.

I mean Bud just fought a few days ago and Tank was recently released from jail and fights two divisions below. Could that be it?
