I think he's saying that Matchroom is trying to make Bivol inactive so that Canelo has a better chance of beating him.

As a pro athlete, i guess u sign the best contract u can get. But fighters need to start thinking about some kind of verbiage that guarantees them so many fights in some time period. Some fighters duck. Others may just be help back by promoters.

My assumption is that MR is waiting to see if Smith can take the titles from Beterbiev.
