IMO, he should return to 135 and fight Katsidis. Jmm needs a come forward fighter to make him regain his confidence. He often does not look good against fellow boxers/counterpunchers.

Well he's close to the end of his career, so he sould definitely try to finish it at 140. Try to get one more belt there if he can produce effectively. As for who, anyone really. Hatton would be a good fight to test the weight though.

he doesn't have a very big name (like a Hatton)

no titles would be at stake (Katsidis is a title mandatory)

and on top of it, his style isn't very exciting and he's had several lack luster performances as of late (Ngoudjo, N'Dou rematch and of course vs Hatton)
