I dont think there's ever been a Filipino Welterweight Champion. but the inventor of the Bolo punch Ceferino Garcia is a MIDDLEWEIGHT Champion.
He denied Henry Armstrong a record 4th Division championship at middleweight

garcia was a welterweight too. he moved up to 160 because armstrong denied him at 147.
if it wasn't for armstrong , he had a chance to be our 1st ww champ.
