Why has Garcia vs Tank been made before Spence and Crawford?

It seems as though casuals and hardcore boxing fans have been calling for Spence and Crawford way more than Garcia vs Tank. Yet, here we are still waiting for the Spence and Crawford to be made. Is there a racial emement to this? Do promoters feel that two black fighters don't sell as well as a black fighter vs a Hispanic? Or has Crawford and Spence both been promoted very bad?

Spence and Bud delayed that fight too long so now it's reached the point of boredom and disinterest. Similar to Mayweather vs Pacquiao, they delayed it way too long but at least they were both superstars even outside of boxing by that time.

Maybe Spence and Bud were hoping to grow their own brand and try to max profits on the fight but it never happened. They're just known to hardcore boxing fans and have virtually no global appeal outside of boxing. We should have had a trilogy by now.

I also think location plays a big role. Crawford is from Omaha, Spence is from Dallas while Grevonta is from Baltimore and Ryan is from Southern California
