Most people will agree and that’s been finalized. So what’s the next best thing if not Shakur-Haney?

At the rate Bob Arum is going, quickly and decisively making fights that don't usually happen overnight like the Taylor vs Lopez, I can also see this Stevenson vs Haney happening without further ado, especially when Bob knows Haney would be out of his contract after the Loma fight.

And he would have to sign back to Top Rank and possibly fight Teo in New York just to get a good crowd, basically, giving up his A-side leverage again, and that's not going to happen. Tank would guarantee that its a big PPV event and sell out the gate no matter where they fight. Its the biggest money and publicity that Haney can attain out of everyone between the two divisions.
Taylor in UK, or Teofimo Lopez in NYC! Either one sells out! Yeah, he might have to re-sign with Top Rank for the fight, but a fight with the winner of Taylor vs. Lopez is worth it. Staying at 135/136 for Tank is too risky!
