Joyce is higher ranked and deserves the shot more. And I think Frank would prefer to milk the belts in house atleast for this fight.
AJ isnt in with a sniff until he's either picked up a loose belt, a mando position, or there is no better financial option (inc all sideshow fights etc).
After all this, then it will be AJs turn. Thats of course if AJ gets that far.
His wish will be listened to, but only halfway.

You might well be right but Joshua , like it or not has built a huge UK fanbase that seem to support him no matter what and would likely pay to see him go through a string of opponents he would most likely loose to (in my opinion) but would be massively paid for. If we are to take Joshua on his word about money being the reason, then this may well be the plan.
