Davis needed a break and like an intelligent fighter saw the opportunity to take one. Garcia had a challengers mentality. He acquiesced to Davis who was looking for a break to recharge and gave it to him.

The ref only stopped the action once Garcia also stopped fighting. Funny thing is, Garcia was handily winning that round. If Garcia was intelligent he would kept the pressure up and the kept working the body. Instead he allowed Tank time to recharged and got stopped for his troubles.
