Because in the sport of boxing Anyone can get seriously hurt.

Garcia is bigger , stronger and faster than both Leo Santa Cruz and Mario Barrios.
Santa Cruz started his career at Super flyweight and had just one fight at 130.
While most of Davis carrer was at 130.
Barrios was an ok fighter but IMO it was Good matchmaking by TMT getting Tank in there with him.

I see Garcia doing better than they did against Davis.

Garcia has NEVER held a world title, if I recall correctly.

I challenge anyone to tell me why Garcia should be regarded anywhere higher than Rolly (For example) other than his social media counts. Which are people generally too young to buy his fights anyway.
