        How many times have Top Rank and PBC matched undefeated A-sides against each other? Once. Wilder-Fury II in a joint PPV.

        Inoue isn't a draw in the US and Fulton isn't a draw either. They are lower level A-sides in the Top Rank and PBC stables.

        There is absolutely no feasible scenario in which it makes sense for them to fight each other. I'm sorry that you got fooled by a clickbait article.

                      I don't think it happens either, but it wouldn't take them working together, if Fulton remains at 122 he will owe the WBO a mandatory and when the WBO mandates it Top Rank, TGB and whoever else can bid on it the winner will control the promotion.
