Benn failed two tests for a banned substance so it's not a question of if he should be banned, it's a question of how long.

Hearn was previous at pains to point out that, as he surrendered his licence he isn't/can't be suspended or banned. So surely any ban should take effect from the point at which Benn reapplies for his licence?
